Description

The UK government has agreed arrangements that guarantees funding for successful applicants who have applied as Associated Partners (not Beneficiaries) to the current EURATOM Research & Training (R&T) Programme fission research call and EURAD 2.

The guarantee is a short-term measure intended to address concerns regarding the UK’s continued participation as a Third Country in EURATOM R&T fission projects and EURAD 2. To provide reassurance the government has guaranteed funding support for successful UK applicants to the current research call.

This funding route is for collaborative research call HORIZON-EURATOM-2023-NRT-01 and EURAD 2 which have a final application submission deadline of November 2023.

Details of the long-term funding arrangements for future EURATOM R&T fission research calls and EURAD 2 will be announced separately.

EURAD 2

Projects are advised to engage with Nuclear Waste Services (NWS) in execution of the work, to maintain alignment and knowledge transfer.

Who can apply

You will be eligible to register with UKRI for the EURATOM R&T and EURAD 2 guarantee through this route if you are a UK-based organisation which has been successful through the HORIZON-EURATOM-2023-NRT-01 call and EURAD 2 in scope of the guarantee. For the consortium-style grants, you must remain a partner on the project and be listed on the grant agreement as an Associated Partner.

EURAD 2 funding

Strategic Studies and Knowledge Management work is funded at 100%, whereas Research & Development work is funded at the 50%.

Scope

Application details

Give your project’s title, start date and duration.

Start Date: You must enter a date in the future. If your project has already started at the time of submission to UKRI, there is a question later in application process where you can provide the actual start date. The Grant Offer Letter will be issued listing the actual date as the project start date and using the duration entered here.

Application questions

For these questions you will require:

  • the whole Horizon Europe grant agreement including the signatures of the project coordinator and the Commission
  • part A of the proposal evaluated by the EC
  • details of costs requested from UKRI
  • information on any changes to your institution’s assigned tasks and budget during the grant agreement preparation process
  • a completed IFS conversion tool, which can be found here
  • a signed declaration(template provided) that accessing the Horizon Europe guarantee through this route does not:
a) constitute a means of ensuring that UK partner costs do not contribute to the funding applied for from the European Commission
b) enable other project partners to access additional EU funding

Question 1: Participating organisation project region

You must select from the multiple choice answers the region in which your project is primarily being carried out.

Question 2: Project start date

If your project has already started at time of submission to UKRI, please tell us the actual start date of the project. If your start date is in the future enter ‘N/A’

Question 3: Application Reference number

Enter the 9-digit reference number from your Horizon Europe application. You must upload as an appendix the Horizon Europe grant agreement signed by the project coordinator and the EC. This is a mandatory upload and failure to include this will delay your application.

Question 4: Total amount of grant funding requested (GBP)

Enter the total amount of funding you have applied for in GBP, applying a maximum exchange rate as defined within the currency conversion tool.

The value entered as a response to this question must match the funding sought in the finance summary section of this application.

You must upload as an appendix Part A of your Horizon Europe proposal (a breakdown of your budget) evaluated by the European Commission, including the budget table with your institution's costs included. You must also upload as an appendix a completed IFS currency conversion tool, which can be found here.

Both documents are mandatory attachments and failure to upload them will delay the progression of your application.

Question 5: EURAD 2 – Area of work

You must type from the multiple choice answers the area of work relevant to your projects funding request. If your project is not part of EURAD 2, please answer with N/A.

Question 6: What will your project cost?

Describe how your project will be spending the funding received. Included in this description should be:

  • A realistic budget breakdown, including a funding profile and timeline
  • A description and justification for the costing of individual tasks/work packages
  • Reassurance that the budget is realistic for the scale and complexity of the project
  • Justification for large-scale project expenditure, for example equipment, subcontracting costs
  • A list of any other sources of funding towards your organisation’s elements of the project
  • If your tasks have changed in the grant agreement preparation, please describe changes to tasks and any budget implications

You can submit a single appendix as a PDF no larger than 10MB and up to 5 A4 pages long to support your answer. The font must be legible at 100% zoom.

Question 8: If the tasks assigned to your institution have changed significantly since your original application, does this affect the amount you are requesting?

If your assigned project tasks have changed in the process of finalising the EU grant agreement, leading to a reduction in budget requested, you will need to submit supporting information describing:

  • what has changed
  • any consequent changes in budget request to UKRI from that originally applied for

Please note that if we believe insufficient explanation of any changes in the associated budget have been provided with your submission, we may ask for additional information to verify the UKRI grant amount. We will not accept any increase of budget from that originally applied for.

Please provide the Declaration stating that applying to this call does not constitute a means of ensuring that UK partner costs do not contribute to the funding applied for from the European Commission and does not enable other project partners to access additional EU funding.

Question 13: State aid and Subsidy Control form

Please complete and attach the State aid and Subsidy Control form provided after you have completed the Subsidy basis questionnaire in the Project details section of your application.

Project finances

Please enter the costs you have applied for in GBP.

This must be calculated for each fund heading using the IFS conversion tool supplied. The costs you enter in the finance summary section must match column H on the currency conversion tool.

Next steps

If you are successful with this application, you will be asked to set up your project.

You must follow the unique link embedded in your email notification. This takes you to your Innovation Funding Service (IFS) Set Up portal, the tool that Innovate UK uses to gather necessary information before we can issue a Grant Offer Letter.

You will need to provide:

  • the name and contact details of your project manager and project finance lead
  • a redacted copy of your bank details

In order for us to process your claims, you must make sure you have a valid UK business bank account. It can take several weeks for a new account to be created if required. We recommend starting this process as early as possible to avoid any delays to your project start date.

Finance checks

We will carry out checks to make sure you are an established company with access to the funds necessary to complete the project.

You must check your IFS portal regularly and respond to any requests we have sent for additional information to avoid any delays.

Your Grant offer letter (GOL)

Once you have successfully completed project setup and your finance checks have cleared, we will issue your GOL.
