Description

Innovate UK, part of UK Research and Innovation, will invest up to £1.1 million in innovative feasibility projects. This is subject to a sufficient number of high quality applications being received.

We reserve the right to adjust funding allocations for any of our competitions under exceptional circumstances, for example, in response to changes in policy, portfolio funding considerations, or broader government funding decisions.

The UK has clear potential to become a world class destination of choice for advanced and sustainable manufacturing.

The three strategic imperatives for this vision are that UK materials and manufacturing will be:

  • net zero and resource efficient
  • resilient and responsive
  • technologically advanced and digital

The Innovate UK materials and manufacturing vision 2050 provides background for the three strategic imperatives.

The aim of this competition is for UK materials and manufacturing organisations to be net zero and resource efficient. We encourage simultaneous demonstrations on how the sectors will be more resilient, sustainable or technologically advanced.

We also encourage proposals for innovation in seaweed processing.

Your proposal must focus on at least one of the following:

  • resource efficient and sustainable materials and manufacturing
  • seaweed processing innovation aiming to deliver a significant improvement in the yield, efficiency or value per tonne of seaweed processed using material that has either been harvested or cultivated in the UK and its territorial waters

In applying to this competition, you are entering into a competitive process. This competition has a funding limit, so we may not be able to fund all the proposed projects. It may be the case that your project scores highly but we are still unable to fund it.

Our experience from similar competitions suggests that you could have 20% chance of success.

Who can apply

If your application passes the technical assessment, any awards given to primary agricultural producers are subject to the green box exemption under the WTO Agreement on Agriculture.

Your project

Your project must:

  • have total costs between £10,000 and £25,000
  • have a grant funding request that matches your total project costs
  • last between 1 and 2 months
  • start on 1 February 2026
  • end by 31 March 2026

Any funded organisation needs to carry out their project work in the UK and must intend to exploit the project results from or in the UK.

Projects must always start on the first of the month, even if this is a non-working day. You must not start your project until your Grant Offer Letter has been approved by Innovate UK. Any delays within Project Setup may mean we need to delay your project start date.

You must only include eligible project costs in your application. See our overview of eligible project costs. For specific guidance, see the eligibility section in this competition.

You will be made ineligible if you exceed the Minimal Financial Assistance limit. You must submit a complete declaration as part of your application.

Lead organisation

Your organisation must be a UK registered business of any size.

Subcontractors

Subcontractors are allowed in this competition and are limited to no more than 50% of the project’s total eligible costs.

Subcontractors can be from anywhere in the UK and you must select them through your usual procurement process.

You can use subcontractors from overseas but must make the case in your application as to why you cannot use subcontractors from the UK.

You must also provide a detailed rationale, evidence of the potential UK contractors you approached and the reasons why they were unable to work with you.

We expect all subcontractor costs to be justified and appropriate to the total eligible project costs. We will not accept a cheaper cost as a sufficient reason to use an overseas subcontractor.

Number of applications

An eligible organisation can lead on one application only.

Sanctions

This competition will not fund you, or provide any financial benefit to any individual or entities directly or indirectly involved with you, which would expose Innovate UK or any direct or indirect beneficiary of funding from Innovate UK to UK Sanctions. For example, through any procurement, commercial, business development or supply chain activity with any entity as lead, partner or subcontractor related to these countries, administrations and terrorist groups.

Use of animals in research and innovation

Innovate UK expects and supports the provision and safeguarding of welfare standards for animals used in research and innovation, according to best practice and up to date guidance.

Applicants must ensure that all of the proposed work within projects, both that in the UK and internationally, will comply with the UKRI guidance on the use of animals in research and innovation.

Any projects selected for funding which involve animals will be asked to provide additional information on welfare and ethical considerations, as well as compliance with any relevant legislation as part of the project start-up process. This information will be reviewed before an award is made.

You can use a previously submitted application to apply for this competition.

If you have previously submitted an application that reached our assessment stage, you can re-apply once more with the same proposal.

If there are minor differences to the proposal, but it is judged by us to be ‘not materially different’, the same rule applies.

Innovate UK may withhold a grant payment at any time if you have any outstanding sums due to Innovate UK in relation to other projects.

Minimal Financial Assistance (and De minimis where applicable)

Grant funding in this competition is awarded as Minimal Financial assistance (MFA). This allows public bodies to award up to £315,000 to an enterprise in a three year rolling financial period.

In your application, you will be asked to declare previous funding received by you. This will form part of the financial checks ahead of Innovate UK making a formal grant offer.

To establish your eligibility, we need to check that our support added to the amount you have previously received does not exceed the limit of £315,000 in the ‘applicable period’.

The applicable period is made up of:

(a) the elapsed part of the current financial year, and

(b) the two financial years immediately preceding the current financial year.

You must include any funding which you have received during the applicable period under:

You do not need to include aid or subsidies which have been granted on a different basis, for example, an aid award granted under the General Block Exemption Regulation.

Funding

Up to £1.1 million has been allocated to fund innovation projects in this competition. This is subject to us receiving a sufficient number of high quality applications. Funding will be in the form of a grant.

We reserve the right to adjust funding allocations for any of our competitions under exceptional circumstances, for example, in response to changes in policy, portfolio funding considerations, or broader government funding decisions.

Your total project costs will be eligible for 100% funding subject to MFA subsidy rules. You must apply for 100% funding. Total project costs detailed within your application must not exceed the maximum project size. If your total project costs do exceed the maximum then your application will be made ineligible.

You can make reference to any additional voluntary contribution in your application answers. It must not be detailed in the finance section.

Your proposal

The aim of this competition is for UK materials and manufacturing organisations to be net zero and resource efficient. We encourage simultaneous demonstrations on how the sectors will be more resilient, sustainable or technologically advanced. We also encourage proposals for innovation in seaweed processing.

Your project must focus on one or both of the following themes.

Theme 1: Resource efficient and sustainable materials and manufacturing

You must aim for a significant improvement of resource efficiency and sustainability in UK materials and manufacturing, including increasing the use or re-use of bio-based feedstocks, chemical replacements, and circular products.

Your project must focus on two or more of these five areas:

  • materials for the future economy: functional materials, material applications for cutting edge products that reduce emissions, energy consumption and costs or improving extraction of existing bio-based feedstocks using biological systems, or developing alternatives to traditional manufacturing processes, including bio-catalysis and microbiomes for sustainable biomanufacturing
  • smart design: effective design methods, design for resource efficiency, and design for maximum through life value or utilising biotechnology for the design and development of advanced bio-products, such as chemicals, materials, and engineered biofilms with improved properties
  • resilient supply chains: complete supply chain visibility, sustainable feedstocks, and co-location of waste and emission streams
  • world class production: flexible production capacity, minimal material use, high quality products, high productivity, full adaptivity progressing the development and adoption of biotechnology at scale across multiple manufacturing industries and sectors
  • longer in use and reuse: minimal material waste, traceability, re-manufacture and enhancing the sustainability of products through the application of biotechnology

Theme 2: Seaweed processing

Your project must seek to test new technologies that aim to deliver a significant improvement in the yield, efficiency or value per tonne of algae processed using material (macroalgae, seaweeds, and microalgae), that has either been harvested or cultivated in the UK and its territorial waters.

Your project must focus on one or more of the following activities:

  • testing a new processing technology
  • modifying an existing processing technology
  • improving the quality or range of products produced
  • developing a new product or co-product

Only lab-scale, small volumes of processing for testing or R&D purposes are in scope.

Portfolio approach

We want to fund a variety of projects across different themes, locations, technologies, markets and technological maturities. We call this a portfolio approach.

Projects we will not fund

Theme 1: Resource efficient and sustainable materials and manufacturing

We are not funding projects that focus on:

  • enabling areas such as energy, regulations and policy, skills and relations an incremental improvement in resource efficiency
  • technologies to directly reduce industrial energy consumption
  • carbon capture and storage technology
  • biopharmaceutical recombinant proteins for diagnosis or therapeutics, including protein, or nucleic acid-based vaccines or antimicrobials
  • microbiomes towards human health therapeutics
  • sustainable aviation fuel
  • alternate protein sources for example, food and beverage

Theme 2: Seaweed processing

We are not funding projects that are seeking to process species of algae not commonly found in UK waters.

For clarity, the use of captured carbon as a feedstock is in scope for both themes.

We cannot fund projects that:

  • involve primary production in fishery and aquaculture
  • involve primary production in agriculture
  • are not allowed under De minimis regulation restrictions
  • are not eligible to receive Minimal Financial Assistance
  • are dependent on export performance, for example, giving an award to a baker on the condition that they export a certain quantity of bread to another country
  • are dependent on domestic inputs usage, for example, if we give an award to a baker on the condition that they use 50% UK flour in their product

  • any work you have already done to respond to this need, for example, if the project focuses on developing an existing capability or building a new one
  • any wider economic, social, environmental, cultural or political challenges which are influential in creating the opportunity, such as incoming regulations

Question 9. Approach and innovation

What approach will you take and where will the focus of the innovation be?

Explain:

  • how you will respond to the need, challenge or opportunity identified
  • how you will improve on the nearest current state of the art identified
  • whether the innovation will focus on the application of existing technologies in new areas, the development of new technologies for existing areas or a totally disruptive approach
  • the freedom you have to operate
  • how this project fits with your current product, service lines or offerings
  • how it will make you more competitive

  • how your project will try to explore the market’s potential

How are you going to grow your business and increase long term productivity as a result of the project?

Explain:

  • your current position in the markets and supply or value chains outlined, and whether you will be extending or establishing your market position
  • your target customers or end users, and the value to them, for example, why they would use or buy your product
  • how you are going to profit from the innovation, including increased revenues or cost reduction
  • how the innovation will affect your productivity and growth, in both the short and the long term
  • how you will protect and exploit the outputs of the project, for example, through know-how, patenting, designs or changes to your business model

What impact might this project have outside the project team?

Where applicable, describe and measure the economic benefits from the project such as productivity increases and import substitution, to:

  • external parties
  • customers
  • others in the supply chain
  • broader industry
  • the UK economy

  • the main work packages of the project, indicating who is assigned to each and the total cost of each one

  • the management reporting lines
  • your project plan in enough detail to identify any links or dependencies between work packages or milestones

What are the main risks for this project?

Describe:

  • the main risks and uncertainties of the project, including the technical, commercial, managerial and environmental risks
  • how you will mitigate these risks
  • any project inputs that are critical to completion, such as resources, expertise and data sets
  • any output likely to be subject to regulatory requirements, certification, ethical issues and so on, and how you will manage this

Question 16. Added value

How will this public funding help you to accelerate or enhance your approach to developing your project towards commercialisation? What impact would this award have on the organisations involved?

  • what advantages public funding would offer your project, for example: appeal to investors, reduced risk or a faster route to market
  • the likely impact of the project outcomes on the organisations involved
  • what other routes of investment or means of support you have already engaged with and why they were not suitable
  • how any existing or potential investment or support will be used in conjunction with the grant funding
  • what your project would look like without public funding
  • how this project would change the R&D activities of all the organisations involved

Question 17. Costs and value for money

How much will the project cost and how does it represent value for money for the team and the taxpayer?

In terms of the project goals, explain:

  • the total eligible project costs
  • the grant you are requesting
  • how this project represents value for money for you and the taxpayer
  • how it compares to what you would spend your money on otherwise
  • any subcontractor costs and why they are critical to the project

3. Finances

Each organisation in your project must complete their own project costs, organisation details and funding details in the application.

Your total project costs must not exceed the maximum of £25,000 and must match the grant funding you request. If your total project costs exceed this maximum or do not match the grant funding requested, then your application will be made ineligible.

On 6 March 2023, Innovate UK published its Materials and Manufacturing Vision 2050. It is a complete re-imagination of the role that materials and manufacturing should have within our economy and society in a strongly net zero-focused world.

The UK has clear potential to become a world-class destination of choice for advanced low-carbon and sustainable manufacturing.

To address climate change and to become internationally competitive, it is strategically imperative that UK materials and manufacturing are:

  • net zero and resource-efficient
  • resilient and responsive
  • technologically advanced and digital

By focusing on these imperatives, Innovate UK has identified key factors that must be true in the future and analysed the areas of change to achieve this. In many areas, these align with the strengths of the UK which gives some fantastic opportunities.

The strategies set out why resource efficiency is essential for the materials and manufacturing system to become net zero. Businesses that seek to extract the full value from resources, and minimise waste and deliver a circular economy, will enhance their competitiveness.

The strategies also emphasise the need for innovation and investment in alternative feedstocks and biotechnology processes to reduce our reliance on unsustainable petrochemicals and traditional manufacturing.

What happens if you receive a grant offer

If you have passed your initial assessment and have received an email with a grant offer, you will be asked to complete the project set up process on the Innovation Funding Service (IFS).

We will ask for information that will allow us to undertake mandatory checks on your organisation and the eligibility of your costs, as well as review the documentation for your project.

You must follow the unique link embedded in your email notification. This takes you to your project's dedicated IFS Set Up portal, where we gather the information required to set up your project.

If your application is unsuccessful

If you are unsuccessful with your application this time, you can view feedback from the assessors. This will be available to you on your IFS portal following notification.

Sometimes your application will have scored well, and you will receive positive comments from the assessors. You may be unsuccessful as your average score was not above the funding threshold or your project has not been selected under the portfolio approach if this is applied for this competition.
