Description
Innovate UK, part of UK Research and Innovation, has allocated up to £5 million to fund Regulatory Science and Innovation Networks focused on non-human health technologies and applications.
This Implementation Phase competition is the second phase of the UK Regulatory Science and Innovation Networks (RS&IN) Programme.
The Implementation Phase has two strands:
- UK RS&IN programme Implementation Phase: Non-human health RS&INs (this strand)
- UK RS&IN Implementation Phase: Human health CERSIs
This competition strand is open only to applications from non-human health focused Regulatory Science and Innovation Networks from the Discovery Phase. Funding will be awarded to implement proposals you have developed during the Discovery Phase.
Networks with a human health focus must apply to the parallel human health (CERSI) competition.
It is your responsibility to ensure you submit your application to the correct strand for your project. You will not be able to transfer your application and it will not be sent for assessment if it is out of scope.
In applying to this competition, you are entering into a competitive process. This competition has a funding limit, so we may not be able to fund all the proposed projects. It may be the case that your project scores highly but we are still unable to fund it.
This is a competitive process with limited funding, so we may not be able to fund all high scoring applications. This competition closes at 11am UK time on the deadline stated in this Innovate UK competition brief. We cannot guarantee other government or third party sites will always show the correct competition information.

Who can apply
Your project
Your Implementation Phase collaboration must:
- have a total grant funding request of no more than £500,000
- be no longer than 12 months in duration
- carry out its project work in the UK
- start by 1 November 2024
- end by 31 October 2025
Projects must always start on the first of the month. You must not start your project until your Grant Offer Letter has been approved by Innovate UK. Any delays within Project Setup may mean we need to delay your project start date.
You must only include eligible project costs in your application.
You will be made ineligible if you exceed the Minimal Financial Assistance limit. You must submit a complete declaration as part of your application.
Regulatory Science and Innovation Networks (RS&IN) membership and composition
Subject to any exceptions outlined in this section, an organisation eligible for Innovate UK funding under our funding rules can lead an RS&IN application, or be a collaborative partner.
Organisations are permitted to establish a Special Purpose Vehicle (SPV) as a separate UK registered legal entity to operate the RS&IN and receive grant funding.
In such cases, the SPV’s shareholders must include:
- at least 50% of the same participants from the Discovery Phase
- at least one research organisation
If no SPV is established, then the collaboration running the RS&IN must include:
- at least 50% of the same participants from the Discovery Phase
- at least one research organisation
Regulators cannot be members of a RS&IN. Exceptions to this rule are public sector research establishments considered eligible or potentially eligible for UKRI funding.
Medicines and Healthcare Products Regulatory Agency (MHRA) is not permitted to be a RS&IN member under any circumstance.
Each partner organisation must be invited into the Innovation Funding Service (IFS) by the lead to collaborate on a project. Once partners have accepted the invitation, they will be asked to login or to create an account in IFS. They are responsible for entering their own project costs and completing their Project Impact questions in the application.
To be an eligible collaboration, the lead and at least one other organisation must apply for funding when entering their costs into the application.
Role of regulators
Regulators cannot be partners of a RS&IN application. Exceptions to this rule are public sector research establishments considered eligible or potentially eligible for UKRI funding.
MHRA, as a programme sponsor, is not permitted to be a RS&IN partner under any circumstance.
Subcontractors
Subcontractors are allowed in this competition.
Subcontractors can be from anywhere in the UK and you must select them through your usual procurement process.
You can use subcontractors from overseas but must make the case in your application as to why you cannot use suppliers from the UK.
You must also provide a detailed rationale, evidence of the potential UK contractors you approached and the reasons why they were unable to work with you.
We expect all subcontractor costs to be justified and appropriate to the total eligible project costs. We will not accept a cheaper cost as a sufficient reason to use an overseas subcontractor.
Sanctions
This competition will not fund you, or provide any financial benefit to any individual or entities directly or indirectly involved with you, which would expose Innovate UK or any direct or indirect beneficiary of funding from Innovate UK to UK Sanctions. For example, through any procurement, commercial, business development or supply chain activity with any entity as lead, partner or subcontractor related to these countries, administrations and terrorist groups.
Use of animals in research and innovation
Innovate UK expects and supports the provision and safeguarding of welfare standards for animals used in research and innovation, according to best practice and up to date guidance.
Applicants must ensure that all of the proposed work within projects, both that in the UK and internationally, will comply with the UKRI guidance on the use of animals in research and innovation.
Any projects selected for funding which involve animals will be asked to provide additional information on welfare and ethical considerations, as well as compliance with any relevant legislation as part of the project start up process. This information will be reviewed before an award is made.
Previous applications
We will not award you funding if you have:
- failed to exploit a previously funded project
- an overdue independent accountant’s report
- failed to comply with award terms and conditions
Minimal Financial Assistance (and De minimis where applicable)
Grant funding in this competition is awarded as Minimal Financial assistance (MFA). This allows public bodies to award up to £315,000 to an enterprise in a 3 year rolling financial period.
In your application, you will be asked to declare previous funding received by you. This will form part of the financial checks ahead of Innovate UK making a formal grant offer.
To establish your eligibility, we need to check that our support added to the amount you have previously received does not exceed the limit of £315,000 in the ‘applicable period’.
The applicable period is made up of:
(a) the elapsed part of the current financial year, and
(b) the two financial years immediately preceding the current financial year.
You must include any funding which you have received during the applicable period under:
- Minimal Financial Assistance (previously referred to as Special Drawing Rights)
- De Minimis Regulation
You do not need to include aid or subsidies which have been granted on a different basis, for example, an aid award granted under the General Block Exemption Regulation.

Funding
We have allocated up to £5 million to fund RS&INs in this competition.
Business enterprises
Your total project costs will be 100% funded. Total project costs and grant funding requests detailed within your application must not exceed the maximum of £500,000. If these exceed the maximum then your application will be made ineligible.
You can make reference to any additional voluntary contribution in your application answers. It must not be detailed in the finance section.

If you are applying for an award funded under European Commission Regulations, the definitions are set out in the European Commission Recommendation of 6 May 2003.
Research participation
Research organisations undertaking non economic activity as part of the project can claim 100% of their total eligible project costs.
If your collaboration contains more than one research organisation undertaking non economic activities, each organisation can claim 100% of their eligible costs.
Of that 100% you can get funding for your eligible project costs of up to:
- 80% of full economic costs (FEC) if you are a Je-S registered university or academic institution
- 100% of your eligible project costs if you are an research and technology organisation (RTO), charity, not for profit organisation, public sector organisation
Research organisations must be non profit distributing to qualify. They must explain how they will disseminate the output of their project research as outlined in the application.
Research organisations which are engaged in economic activity as part of the project will be treated as business enterprises for the purposes of funding.
Innovate UK is unable to award organisations considered to be in financial difficulty. We will conduct financial viability and eligibility tests to confirm this is not the case following the application stage.Your proposal
The aim of this competition is to support eligible non human health networks from the Discovery Phase of the UK Regulatory Science and Innovation Networks (RS&IN) Programme to establish their networks.
Your project must have identified all partners and defined their roles in the RS&IN.
Implementation Phase funding must be used by the RS&IN to deliver across four key areas:
- evidence generation using regulatory science tools
- stronger partnerships across the regulatory innovation ecosystem
- knowledge sharing to inform evidence based policymaking
- business growth opportunities
Your proposal must include the following:
- a strategic delivery plan for the RS&IN covering proposed activities over the 12 month funded period
- a knowledge sharing strategy for collecting and sharing evidence and insights generated by the RS&IN to influence policy over the next five years
- a regulator engagement strategy outlining your plans for collaboration with regulators over the next five years
- a longer term sustainability strategy setting out a credible plan towards strategic and financial sustainability after the Implementation Phase funding period expires, in Year Two to Year Five of the RS&IN’s establishment
Potential RS&IN activities can include:
- research to inform policy and respond to regulator needs
- training to upskill regulator staff and provide opportunities for continuous development
- expert support to assist regulators with complex assessments
- research based solutions for UK businesses to address domestic and international regulatory needs
- other focused programmes that address sectoral stakeholders’ regulatory science priorities

We are not funding projects that:
- do not meet the minimum requirements as outlined under ‘Your Proposal’
- have costs or grant requests that exceed the maximum of £500,000
- have not been invited to apply by Innovate UK
We cannot fund projects that:
- involve primary production in fishery and aquaculture
- involve primary production in agriculture
- have activities relating to the purchase of road freight transport
- are not allowed under De minimis regulation restrictions
- are not eligible to receive Minimal Financial Assistance
- are dependent on export performance, for example, giving an award to a baker on the condition that they export a certain quantity of bread to another country
- are dependent on domestic inputs usage, for example, if we give an award to a baker on the condition that they use 50% UK flour in their product

You must download the declaration template. You must complete this, declaring any funding received under Minimal Financial Assistance (previously referred to as Special Drawing Rights) or De minimis awards, (from any source of public funding) in the applicable period.
You must complete all the fields on your form before uploading.
You must write “declaration attached” in the question text box.
You must upload the completed declaration as an appendix. It must be a PDF and the font must be legible at 100% zoom.
You must keep all documentation relating to Minimal Financial Assistance (previously referred to as Special Drawing Rights) and other De minimis awards for a period of 6 years and be prepared to release it to any public funding body which requests it.

- the key regulatory science and innovation projects you have chosen to undertake in the Implementation Phase, and your reasons for prioritising these above other activities
- how you will assign ownership and ensure accountability between partners for delivering Implementation Phase projects
- the governance structures you intend to use for decision making and oversight of Implementation Phase activities
- the milestones and key performance metrics you intend to use to track and measure progress, and the timeframes in which you intend to complete them
- your approach to standardisation activities, including raising awareness of existing standards, engaging with standardisation bodies and developing new standards
- your investment strategy, and how you expect to raise future funding for your RS&IN
- how your RS&IN's planned activities align with applicable government policies and strategies related to sustainable economic growth
- whether you plan to appoint an advisory board of independent experts to help guide your activities over the longer term

- how you will synthesise and analyse this information to identify critical trends, challenges and opportunities within your sector
- how you will communicate your findings and recommendations to policymakers and other relevant stakeholders

- how often you intend to meet with representatives from regulators in your innovation area
- the types of events, such as workshops and conferences, that your network will host or participate in to foster collaboration with regulators

- how you reasonably expect to generate revenue and secure new investment for your RS&IN beyond the Implementation Phase; this may include (without limitation) membership fees, industry partnerships and other funding bodies
- how your RS&IN will continue to facilitate knowledge exchange and capacity building within the regulatory science and innovation ecosystem beyond the Implementation Phase
- the performance metrics you intend to use to measure the longer term impact of your RS&IN's activities on regulatory science and innovation within your sector
- any planned revisions to your RS&IN's governance structure to ensure effective decision-making and oversight for the long term
- longer term planning for new advisory boards or committees as your RS&IN matures
- longer term plans around standardisation

Each organisation in your project must complete their own project costs, organisation details and funding details in the application.
Academic institutions must complete and upload a Je-S form.
Your projects total grant funding request must not exceed the maximum of £500,000. If your grant funding request does exceed this maximum, then your application will be made ineligible.

By responding to the evolving innovation landscape and the increasing complexity of regulating new technologies, this intervention will contribute to the creation of a pro innovation regulatory environment that benefits society.
This secondary, Implementation Phase competition follows the initial Discovery Phase of the Programme by providing funding to successful RS&INs to implement their proposals and begin their journey to establishing fully functioning networks.

If your application is successful
If you are successful with this application, you will be asked to set up your project.
You will be notified by email on the date published for this competition. Notifications may be sent any time up to 5pm.
You must follow the unique link embedded in your email notification. This takes you to your Innovation Funding Service (IFS) Set Up portal, where we gather the information to set up your project.

During the project set up you will be assigned a delivery executive who will guide you through the whole project set up process.
Following your email notification, you will need to provide the following within 5 days (including weekends and bank holidays):

You will need to provide the following within 30 days (including weekends and bank holidays):

You will have 90 days (including weekends and bank holidays) to complete all of your project set up. Within this time, you will also be required to submit:

Your funding offer may be withdrawn if project setup is not completed within this or an alternative timeframe as advised by Innovate UK.
In order for us to process your claims, you must make sure you have a valid UK business bank account. It can take several weeks for a new account to be created if required. We recommend starting this process as early as possible to avoid any delays to your project start date.
The bank account which grant is to be paid into must:

If you have any doubts that your bank account will not meet Innovate UK's funding criteria, you can use the sort code checker. If you input the sort code and find a tick next to the ‘BACS Direct Credit payments can be sent to this sort code’, this will give you an indication that the bank account you hold is acceptable.
Finance checks
We will carry out checks to make sure you are an established company with access to the funds necessary to complete the project.
You must check your IFS portal regularly and respond to any requests we have sent for additional information to avoid any delays.
Failure to complete project setup may result in your grant offer being withdrawn.
Your Grant offer letter (GOL)
Once you have successfully completed project setup, we will issue your GOL.
The GOL will be made available on your IFS portal. You will need to sign and upload this for us to approve. Once approved we will send you an email with permission to start your project on your confirmed start date.
You must not start your project before the date stated on your email and GOL. Any costs incurred before your agreed start date cannot be claimed as part of your grant.
If your GOL is approved on or before the fifteenth of the month it will be dated from the first of that month. If your GOL is approved after the fifteenth, it will be dated the first of the next month.
If your application is unsuccessful
If you are unsuccessful with your application this time, you can view feedback from the assessors. This will be available to you on your IFS portal following notification.
Sometimes your application will have scored well, and you will receive positive comments from the assessors. You may be unsuccessful as your average score was not above the funding threshold or your project has not been selected under the portfolio approach if this is applied for this competition.
